COMPARATIVE ANALYSIS OF MUNICIPAL MANAGEMENT OF SOLID WASTE IN MARIANA, BRAZIL AND ROTTERDAM, NETHERLANDS
Abstract
MSW presents great complexity and diversity, and often become a problem to be faced by public authorities. The Brazilian National Solid Waste Policy establishes that municipalities are responsible for the collection, treatment and environmentally appropriate disposal of waste. Brazil faces challenges in complying with PNRS determinations, in Mariana/MG, it is no different. The Netherlands is considered a world reference for GRSU, a center of knowledge and innovation in the field of circular economy, and the city of Rotterdam is a pioneer in the subject. The objective of this study is to compare the solid waste management of Mariana and Rotterdam, seeking to understand the positive aspects, advances, and challenges of GRSU in both contexts. An exploratory bibliographic review was carried out, and official documents from the municipalities, scientific articles and studies related to the subject were analyzed, after which a comparison was made, demonstrating distinctions and similarities between the realities. It is concluded that Rotterdam has been implementing advanced waste management technologies and circular economy policies, while Mariana continues to struggle to implement and sustain more basic policies, however, advances and improvements are taking place. There is a need to progress towards more advanced forms of waste management, prevention and circularity. However, there are no perfect solutions that can be generalized, each city must develop strategies suited to its specific history, economy, demography, culture, and its human, environmental and financial resources.
